Since 2001, Joanne S. Liu has been a member of faculty in the Department and Graduate Institute of Social Work, National Taiwan University. Liu is also the CEO of Taiwan Healthcare Reform Foundation (THRF), a non-governmental organization whose aim is to champion quality of care through health reform in Taiwan. Liu obtained a Doctor of Philosophy degree in 1998 from Graduate Institute of National Development, National Taiwan University. She has a wide range research interests, particularly, in welfare services delivery, inter-agency collaboration in social welfare systems, child protection and prevention of domestic violence. For more than decade, she has worked with both the public and private sectors as policy development and program management consultant. For several special policy research projects in child abuse and domestic violence prevention at the national level, Liu was invited to provide leadership and/or make significant contribution. Since 2010, she has been leading a project team to construct the localized safety assessment tool for Child Protection Service workers. Another major project under Liu’s direction since its inception 2011 is the development and implementation of “Taiwan Against Gender-based Violence Clearinghouse” (http://tagv.mohw.gov.tw) that houses a comprehensive collection of research and general materials in English and Chinese. This web portal has reached approximately 1,400,000 page views since 2012. A supplemental social media site https://www.facebook.com/TAGVPAGE has also been constructed, an example of social marketing in the field of social work. Aside from academic research, Liu currently holds several appointments in advisory capacity at the cabinet level, including the Protection of Children and Youth Welfare and Rights Committee, the Domestic Violence and Sexual Assault Prevention Committee, and the Advisory Council of National Taiwan University Hospital. Program planning and evaluation, contracting-out of social services, social work management, and non-profit marketing are among some of the courses frequently taught by Liu. |
